ENSURE Course Programme completed: 19 Learning Units for modern disaster response trainingфевруари 18, 2026

ENSURE has completed a major milestone with the development of the ENSURE Course Programme, produced under Work Package 3.

The Course Programme translates the project’s validated competency framework and scenario-based pedagogical approach into a structured curriculum for first responders and firefighters. It is designed to support training in complex disaster response environments, where emergency professionals increasingly need to combine technical skills, coordination, community engagement and psychological resilience.

The programme is structured around four ENSURE professional profiles: Disaster Response Technologist, Community Resilience and Engagement Officer, International Disaster Response Coordinator, and Mental Health and Resilience Trainer for Emergency Services. It also addresses two high-impact disaster scenarios: urban earthquake response and extended forest fire suppression operations.

A key output of the programme is a complete set of 19 Learning Unit specifications. Each unit defines the scenario context, learning objective, modular content structure, evaluation criteria and performance indicators. These specifications will guide the next stages of ENSURE’s work, including the development of Open Educational Resources, integration into the Virtual Learning Environment, and future pilot implementation.

The Course Programme was shaped through a multi-stage process combining previous ENSURE outputs, expert input during the Limoges workshop, and online validation by emergency response experts. This ensures that the curriculum is not only pedagogically coherent, but also grounded in operational realities.
